Educational Service Center of the Western Reserve Governing Board Tuesday, January 7, 2020, 5:45 p.m In accordance with R.C. 121.22, R.C. 3313.16, and applicable laws, the Educational Service Center of the Western Reserve Governing Board ("ESC of the Western Reserve") hereby serves written notice that the annual organizational meeting is hereby called for Tuesday, January 7, 2020, 5:45 p.m. at Auburn Career Technology Learning Center, which is located at 8221 Auburn Road, Concord Township, Ohio 44077. Immediately following the adjournment of the Organizational Meeting, a Special Board Meeting will be held. At this special meeting, the Board may go into Executive Session to discuss the purchase or sale of facilities and the employment of public employees. Action may take place. The purpose of this special board meeting is to also take care of any other business that comes before the Board at this meeting.

Notice of Proposed Class Action Settlement
The parties in the Doe v. Ohio Department of Education Class Action have submitted a proposed settlement to the U.S. District Court for approval. The first step in the approval process in the class action settlement process is to provide notice to those affected students and to their parents. In accordance with R.C. 121.22, R.C. 3313.16, and applicable
laws, the Governing Board Presidents of the Geauga County Educational Service
Center Governing Board (“Geauga ESC”) and Lake County Educational Service
Center Governing Board (“Lake ESC”) hereby serve the
instant amended written notice that a joint special meeting of the Geauga
ESC and Lake ESC is hereby called for Tuesday, October 15, 2019, 6:00 p.m., at
the Auburn Career Center Technology Learning Center, which is located at 8221
Auburn Road Concord Township, Ohio 44077. The purposes of this special meeting
are, in no particular order, as follows: (1) considering a settlement
document by and between the Geauga ESC, Geauga Board Employees Association
(“Association”), and one or more public employees; (2) considering a
joint resolution pursuant to R.C. 3311.053 and applicable laws, as well as the
collective bargaining agreement ratified by the Geauga ESC and Association; (3)
considering the appointment, employment, promotion, and/or compensation of
public employees and officials; (4) reviewing and approving negotiations with
public employees concerning their compensation and other terms and conditions
of their employment; and (5) considering a purchase agreement by and
between the Lake ESC and a vendor. The Geauga ESC and Lake ESC may recess into
executive sessions pursuant to R.C. 121.22 and applicable laws. The Geauga ESC
and Lake ESC anticipate taking formal action in open session on one or more of
the purposes set forth in the instant amended joint special meeting
notice. There shall be no public participation at this joint special meeting.
Newbury Territory Transfer Final Resolution

Newbury Territory Transfer Update
The Geauga County Board of Elections confirmed that insufficient signatures were gathered by petition to place a referendum issue on the March 2020 ballot concerning the proposed territory transfer of the Newbury Local School District to the West Geauga Local School DIstrict. That transfer, pending further action by the Geauga County Educational Service Center Governing Board and the West Geauga Local School Board of Education, could become a reality for the 2020-2021 school year.
Newbury Territory Transfer Proceedings
At its meeting on August 20, 2019, the ESC Governing Board unanimously adopted a resolution proposing the transfer of territory of all of Newbury Local School District to West Geauga Local School District. This action represents an important step in the process of effectuating a transfer that is in the interests of better serving the students of Geauga County by combining resources, preserving programming, and leveraging economies of scale. This resolution was then filed, together with an accurate map of the proposed territory to be transferred, to the Newbury LSD and West Geauga LSD Boards of Education. The Governing Board’s action followed resolutions adopted by those Boards of Education, which requested this proposal. Click on the following link for a copy of Newbury’s January 14, 2019 resolution (click here), and click on the following link for a copy of West Geauga’s June 24, 2019 resolution (click here). What’s next? Under state law, the ESC Governing Board “shall at its next regular meeting that occurs not earlier than thirty days after the adoption by the governing board of a resolution proposing such transfer, adopt a resolution making the transfer effective at any time prior to the next succeeding first day of July, unless, prior to the expiration of such thirty-day period, qualified electors residing in the area proposed to be transferred, equal in number to a majority of the qualified electors voting at the last general election, file a petition of referendum against such transfer.” The next regular meeting of the ESC Governing Board occurring not earlier than 30 days after August 20 is scheduled for October 1. At that meeting, unless a referendum petition is filed in the ESC Superintendent’s office within the 30-day referendum period, the Board intends to adopt the resolution making the transfer effective as of June 30, 2020. After the ESC Governing Board’s adoption of the October 1 resolution, the West Geauga LSD Board of Education would adopt a resolution accepting the territory, and the ESC Governing Board would file an accurate map showing the boundaries of the territory transferred with the appropriate authorities.
